Why did they charge the fumble to Cutler and not Hillis?

I was surprised to see that the fumble in the first half was officially charged to Jay Cutler and not to the man who actually had the ball Peyton Hillis. How was that even  determined to begin with? Didn't Hillis have the ball, then attempted to make a "football move", then fumble the ball? I wonder if that is something the NFL can change  because it was clearly not Jay Cutler's fumble. What do you all think?
