Bena’s article says Scheff was given a second round tender, not an original round? Your quote comes straight from DB.com, so I’m inclined to believe you. I know they’re the same functionally, it’s more important financially—Bena saw it as an olive branch to the Scheff camp. But, then again Bena’s been on board the Scheff wagon (over the B marsh one) all winter so he’d probably like to see it that way :p

So both the 2nd round tender and the original tender would cost the aquiring team the same in his case, a 2nd round pick. The difference is money. At the original tender, Schef only gets 110% of last year’s salary, which is less than the actual 2nd round tender.

Half a million less is.. well… half a million dollars LESS. It’s money they can spend elsewhere, is the standard rationalization. They’d love to move him so there isn’t a real good reason for paying him any more than they need to. The offeree can pay whatever they think will entice him into signing. And maybe the lower offer for staying will provide him with an incentive to take less on the offer sheet than he would have otherwise.

The DP says that the lower number was the offer:
Scheffler, who was drafted in the second round in 2006, will receive a $1.176 million salary.
What Guru says is the opposite of what the Bronco organization and the Denver Post say they did:
By placing a 2nd Round tender on Tony, it will guarantee Scheffler him a $1.759 million. The ‘same-round’ tender is worth approximately $1.176 million. A difference of $583K.— today’s Broncos Get Busy here at MHR
