So what happens if....
the Lockout takes out the whole season? I know it's unlikely, and even if there aren't games in Sept, the season could still be salvaged with a 13 games or some revised schedule of the current model. Obviously, like all of us, I abhor the thought of no football this year, and I look forward to some sort of agreement, and seeing FA this year and progress through training camp, and hopefully 9 or more wins this year. But let's say there's no 2011 season at all.
Does Denver then draft 2nd overall next year?
I Tweeted this question to Adam Schefter a few months ago, and he didn't responded.
It's only the braintrust at MHR that can solve this difficult questions.

It would not be the worst thing if the lockout ended the 2011 season and we got the 2nd overall pick again in 2012 without having to go through the butt kickings on Sunday’s that lands such a draft slot.

No way football isn't played in the fall!
The number one issue is money. Neither party can make money by not playing football! All of the stalling going on is because the losses of the lockout have been small compared to what can happen in the fall. The fire under their asses right now is pretty small.

I assume that's true.
But I’m just guessing the draft would go in the same order next year minus any compensatory picks that were awarded. Intended more as a hypothetical question to better understand the inner workings of the NFL.

There won't be a 2012 draft if the season is cancelled, and there's no new CBA.
From Wikipedia:
Unlike the 2011 NFL Draft, there is no provision allowing for future drafts if the entire 2011 NFL season is lost to lockout and a new collective bargaining agreement is not approved by the league and the National Football League Players Association by April 2012. As such, teams have been advised to trade picks in this draft at their own risk. (A specific exemption in the previous CBA allowed the draft immediately following the league’s opt-out of the CBA, i.e. the 2011 draft, to take place, but this does not apply to future drafts.)

They had a draft before they ever had a CBA, right? Why can’t the NFL have a draft without the players consent? They did it this year.

The players consented for this year's draft when they signed the last collective bargaining agreement
The 2011 draft was specifically allowed for and agreed upon.
Moving forward, there is nothing agreed upon between the owners and players. Without an agreement, the draft cannot go forward because it’s collusion.
Think of it this way, McDonalds (Chargers), Burger King (Raiders), Arby’s (Chiefs) and Subway (Broncos) can’t go down to a high school, line up the graduates in their caps and gowns, then play rock, paper, scissors to decide which kid belongs to which fast food joint – how much they’ll get paid, how long they’ll be under contract for, what their hours will be, etc..

Based on what I've found on the internet,
college students would be free agents and could sign with whatever team they wanted – likely the highest bidder. I saw a couple quotes from NFL team owners who confirmed that’s what would happen without a CBA. They said it would be chaos in the NFL.
Can you imagine? Every USC player could make an agreement to all sign with Miami? Or all Alabama graduates decide to go together to Seattle? It would be like college recruiting pandemonium. Cheerleaders and money.

I’m not saying that Tebow can’t become a good QB, but I’d take Luck in an absolute heartbeat. We’re talking a once in a decade NFL-ready QB versus a special football player who may or may not become a good NFL QB.

I will take Tebow over luck every day and twice on Sundays...Luck played in a very dumbed down, QB safe system, behind a BEAST of an O line.....not a hugely strong arm.....theres a lot of holes in his game...and people think he is second coming of #7.

I’d bet my house on Luck having a much more successful NFL career than Tebow. And my wife. And my cat. Not my kids though. Honestly, I didn’t see the hole you’re talking about. I saw one of the best college, and NFL ready, QBs I’ve ever seen. And sadly, I never even remotely thought the same thing about Tebow.
Don’t get me wrong. I want Tebow to succeed because he is ours. But I think it is pure insanity to suggest that he’s a better pro QB prospect than Luck, even right now.

What will happen to the 2012 draft if there is no football in 2011...
Is exactly whatever the parties agree will happen.
Sounds simple and unhelpful, no doubt. But that is the answer.
Rules for the 2012 draft are not in place. If a CBA is signed before this season, it’s likely that the 2012 draft will be planned for and regulated much the same as past drafts. With the major exception being the rookie pay scale.
If there’s no 2011 season, then the owners and the players will have to decide how to order the draft picks for the 2012 season, and the rules for the draft order will be in the CBA and will be agreed to by both parties.
The owners picking early will want the same draft order. The owners picking late will want the opposite. The owners in the middle will want a raffle of some sort. And the players really probably wouldn’t care. Either way, it would need to be agreed upon prior to signing a new CBA. So it will be in the order the owners eventually decide.

The Broncos will have the Number 12 pick.
From my understanding if their is not a new CBA by 2012 draft their will not be a draft, until 2013. However if there is no season, and a new CBA by the 2012 draft, the order will be based on a cumulative record over the last 5 (maybe 10) years. With that being said the broncos would probably be picking around 12-19,
