A few things...
- You forgot to mention the Bucs acquired their pick in a trade (which I still think was a poor pick.)
- I'm not so sure I agree with this pick either... I think they Cards should have gone for a running back. They need something explosive to fill seats at their new, expensive stadium, and I think a guy like Jonathan Stewart of Oregon or Felix Jones of Arkansas would be better choices.

Ricky Williams' off field issues were caused
His website discussing social anxiety disorder shows that he is capable of making a strong contribution to his fellow man. In his own way, that showed a lot of leadership.

Good and bad on Williams
On the other hand, I have a low tolerance for drug abuse where a person doesn't admit that he has a problem and doesn't seek nor want help. Admittedly I have no background in substance abuse counseling, but my last impression of Williams was a statment he made advocating marijuana use and stating he didn't intend to change his habit. Given his current site (which I haven't looked at), perhaps he has seen a link between his chemical dependency and his illness, and he is now fighting his problem. If so, I'm in his corner. (I know a lot of mentaly ill people "self medicate" their illness with illegal substances).
If he can move past his drug habit I hope he makes a contribution in the NFL. It would be great for people with mental illness to see someone in sports to show that such an obstacle doesn't have to hold one back.
(My favorite example of someone combating mental illness and excelling in sports is Terry Bradshaw, who was a heck of a quarter back even if he rankles me as a television co-host. He suffers from both mental illness and learning disability issues).

His fall is slowing down.
However, I think a lot of people who compare him to other day one players would have to give him his due: he belongs in the first round. He is easily the most well rounded safety in the draft, and no team that needs a safety would be wise to pass him up for many of the prospects that are moving into the bottom of the second round.
Come draft day, anything could happen, and if he slipped to #42, Dnever would have to consider cutting a guy like Rogers, Cargile, or Underwood to bring him onto the team. I don't think he could start ahead of Abdullah, McRee, Lynch, Manuel, or even Cargile, so I would have to question taking such a good player this high.
Picks like Phillips and Lofton are luxury picks, and as Guru's draft analysis shows, Denver hasn't earned the right to consider any luxuries.
